Matthew P. Hallisey is the founder and managing principal of Matthew Hallisey Government Affairs.

Mr. Hallisey represents clients before the Connecticut General Assembly and administrative agencies at the state and federal level.

Mr. Hallisey served as director of government relations and legislative counsel for Connecticut Construction Industries Association in Wethersfield, Connecticut, where he represented the commercial construction industry before state lawmakers and executive branch agencies. He monitored legislation affecting CCIA divisions, members and state contractors, and lobbied positions before the General Assembly, state agencies and public officials. He served as executive director of the Connecticut Environmental and Utilities Contractors Association.

Prior to CCIA, Mr. Hallisey represented the Connecticut Bar Association as its director of government relations and legislative counsel for eight years.

Mr. Hallisey served as a legislative attorney in the Legislative Commissioners' Office for two committees of the Connecticut General Assembly.

Mr. Hallisey is a member of the executive committee of the CBA Construction Law Section. He is a member of the Hartford County Bar Association. He is a member and past president of the Association of Connecticut Lobbyists. He is registered as a lobbyist with the Office of State Ethics. Mr. Hallisey is a member of the National Council on Compensation Insurance Workers’ Compensation Classification and Ratings Appeals Board.

Mr. Hallisey served as a member of the CBA House of Delegates, representing the 12th district. He served as chairman of the National Association of Bar Executives Government Relations Section. Also, Mr. Hallisey was a member of the editorial board of the Connecticut Law Tribune from 1999 to 2014.
